Both of the colleges are excellent.

However, if you want me to grade both of the colleges,

DSCE:

Infra Structure:  9/10

Student Diversity and Exposure: 9/10

Fests, Out of the books learning: 8/10

Personality grooming: 9/10

Fun, Bollywood and Sports quotient: 10/10

Placements:  7/10

Teaching: 5/10

PESIT:

Infra Structure:  8/10

Student Diversity and Exposure: 6/10

Fests, Out of the books learning: 6/10

Personality grooming: 7/10

Fun, Bollywood and Sports quotient: 3/10

Placements:  9/10

Teaching: 8/10

I would suggest you DS if you are looking to study CS/IT, rest are equal for both.
