In UP, JEE mains and UPSEEE is accepted for admission into BTECH. for civil engineering, you can get top college. getting government college will be difficult if your rank is above 7k-8k.
admission is given on the basis of entrance score/rank. You need to satisfy both eligibility criteria and selection criteria.
