The counselling process of of the various Engineering entrance examination is handled by different authorities. For example the you have mentioned JoSSA which conducts the JEE main and advance counselling for admission to NIT IIT and IIIT colleges. Similarly there is another body called CSAB which conducts the counselling process after the conclusion of the former to fill the vacant seats still available. These two bodies are based on the scores obtained by candidates in the JEE main or advanced exam however there are other examination bodies which conduct their own entrance test followed by the counselling process.
