First of all in order to appear for UPSC, you need to pass graduation in any discipline from a recognized university, you can appear even in the final year, you need to be 21 years old.

There's nothing as such best college or course regarding UPSC Civil Service Examination and people from diverse background quality this exam, the reason being cracking civil service exam to a large extent is individual efforts, the whole preparation that goes on for a full two years, so until someone has that level of perseverance and dedication, it impossible to succeed.

The reason also UPSC allows aspirants from all background to appear for this exam is also equal opportunity for all, so in order to succeed you can start your preparation in gradual manner from the first year itself like getting acquainted with the syllabus, reading newspaper on a daily basis, when it comes to books start with NCERTs etc.
