In order to become IPS, you need to appear for UPSC Civil Service Exam, qualify the same in all the three stages of preliminary, mains and interview, based on the ranking obtained by you against your respective category you will be allotted the service, see there is no such thing as best degree for this exam, either you can choose to follow this route with a backup plan as per your preference such as engineering, medical etc, or if you have interest in subjects like political science, history, public administration, geography, economics, sociology to name a few, you can consider doing majors in these subject, the reason being there is considerable overlap of these subjects syllabus with that of general studies and optional subjects, you can go for graduation in any discipline from a recognized University to appear in UPSC CSE, and attain 21 years as on 1st August of the appearing year.
