I would say that if at this point you are not quite sure of having a career in UPSC then opt for BTech (only if you have interest in pursuing a career in technical field) because comparatively it will provide you better option in future than that of BA, there have been many toppers in UPSC who come from engineering background and prior to appearing for UPSC they have had experiences in their relative domain which you can also go for, and BTech is definitely a good option, see when it comes to qualifying UPSC there is no such thing as only people from specific domain get success, candidates from background such as medicine, engineering, science, commerce etc also qualify, so there is no reason why you shouldn't with BTech, also over the years UPSC has become highly competitive exam, and it also tends to be unpredictable, so in that sense it's good to have a back up plan, at later point if you feel you want to appear for this exam, you can definitely go ahead, and as for pursuing BA program, then some of the top colleges are Hindu College, St Stephen's College, Hansraj College, St Xavier's College Kolkata, Loyola College, Fergussan College to name a few , visit our page at https://university.careers360.com/colleges/list-of-ba-degree-colleges-in-india
