There are many good colleges in uttar pradesh from where you can do diploma in CS & IT. Some of them are-
- Integral University, Lucknow
- GLA University, Mathura
- Dr. Ambedkar Institute of Technology for Handicapped , Kanpur
- Sanskriti University, Mathura
- Government polytechnic, Bahraich

For CS/IT it is suggested that you prefer Govt. polytechnic college , Lucknow as first preference in uttar pradesh.
other preferences may include
Govt.Polytechnic College,Kanpur
Govt. Polytechnic College,Gorakhpur.
all of the above mentioned colleges are standardised and has good infrastructure facilities. You should be at a go for your career from these colleges
