The seats in Government Medical Colleges are filled through All India Counselling and State Counselling. 15% of the total seats are filled through All India Counselling and the remaining 85% are filled through State Counselling. And all these seats are filled on the basis of Constitutional reservations. And ideally, Government Medical Colleges have higher cut offs. Lower fees is one of the reasons why seats in GMCs are filled first than the seats in Private Medical Colleges. And you haven't mentioned your Category. Nevertheless, each State has its own cut offs. If you belong to General Category, for a seat in a Govt. Medical College, you will need nothing less than 550. But for a seat under Reserved Categories, you will atleast need 500. Again this changes based on the State you belong to because few States like Delhi, Bihar, Rajasthan have higher cut offs than Tamilnadu, Karnataka, etc. So to just answer your question, States like Karnataka have relatively lesser cut offs.
