There are usually two way to join National Investigation Agency, one through SSC CGL as sub-inspector or you can appear for UPSC Civil Service Exam, and secure IPS or IRS Service to join the agency, now to appear in any of these two exams there is no such compulsion of belonging to specific stream, you can pursue graduation in any field from a recognized university, also there is not even specific aggregate requirement in any of these case. hence to answer your question there is no such thing as best degree for SSC CGL (unless we are talking about specific posts of SSC CGL as in JSO/AAO/SIG Grade II) or UPSC, if you look at the toppers of these exams they come from diverse backgrounds, and even candidates with IIT background appear for these exams and qualify the same also, hence the success is more dependent on your diligence, focus, dedication than the subject choice in graduation.

There is not such restictions on graduation degree stream in regards to join National Investigation Agency (NIA). You can choose the stream of your choice in your Undergraduation degree. But Criminology and Police Administration Course helps you to join NIA.
You can join NIA either through SSC CGL exam or by UPSE exam. If you go through SSC CGL then you can join as Sub-Inspector. If you go through UPSE exam then you can become IAS or IPS and their other way too that you can join Law Enforcement and then through internal job posting you can apply and join NIA as Officer.
