IAS doesn't demand any specialized graduate. It just needs any degree as eligibility from any recognised university and college, but writing or even appearing for interview for civils doesn't guarantee you any job, until you are selected by board. Even the final year candidate is eligible for this examination. Candidates should not be less than 21 years of age and not more than 30 years of age, relaxation for 5 years is applicable to SC/ST candidates, 3 years relaxation to OBC Candidates, and 10 years relaxation to Physically Challenged candidates.
The candidate must be physically and medically fit for examination. Every general candidate is eligible to apply for attenoting the examination for 4 times and OBC Candidates for 7 times and their is no limit for SC/ST Candidates.
But, this whole process of appearing till selection is so complex and risky that you should not make this as your criteria for degree.
But, actually the fascinating fact is that the most of UPSC toppers are from technical background. As a matter of fact, IAS is comparatively easy for Humanity graduate students. Subjects like Agriculture, History, Political Science, Geography, Vernacular Language and literature, etc. are generally considered advisable for Civil Services Examination.
My sincere advice to you is to go for subjects or degree that you are interested in, while preparing for Civils and any other government exams. By this you could ensure a smooth career path and achieve your dream stream, but never stake your dream for UPSC. Because UPSC is not the endgame, their is life after that and making UPSC as your only aim could jeopardize your career if your preparations is not upto the mark. Not the stream but the approach of the Candidate is the factor that increases the probability of selection.

First things first, to clear Civils and become an IAS officer, you have to cross 3 steps i.e. Preliminary Examination, Mains Examination and Personal Interview. You need to complete your Graduation because the basic eligibility criteria to apply for Preliminary examinations that you should have a Bachelor's degree. The Prelims exam has 2 papers which test your General Knowledge and Aptitude. You move on to the 2nd round which is Mains only if you clear the Prelims. The subjects that you have studied in your degree help when you have to take 2 optional subjects during your Mains exam. Because Prelims is all about General awareness and aptitude, say you have cleared it, now you get to choose 2 subjects of your choice in Mains. Now this is where your degree will help you. Candidates get to choose a language of their choice. So if you have done your BA in English, you have a chance in this section to score good. Even if your degree has any of the subjects among Economics/Geography/Geology/Indian History/Philosophy/Psychology/Sociology, you have an upper hand among many other aspirants because with proper preparation and the ability to produce your thoughts on the paper, you can score better. Now coming to the college, where you have studied doesnt make any difference in the selection process. It all depends on your preparation and how well you perform. And there are no colleges that guarantee you a job as an IAS officer because it is not a placement but a job where only you can help yourself.
