Both options are good. It depends on you to decide which subject you want to pursue.
IT is more of a Professional track course. You are taught about systems and their functioning on a need to know basis. You are taught regarding the basic applications of a technology. It makes you an expert at the surface level of the tech, which will aide you to develop skills required at the industrial level. A good example would be a Network Administrator. You need to know about Networking and some basic hardware and software rules. IT can teach you what you need to know about their functionalities. Computer Science and Engineering on the other hand, is dedicated to both professional and research tracks. A Computer Engineer is someone who would have indepth knowledge about the Hardware systems as well as the Software systems. Although, Computer Engineers are often categorised with Electrical Engineers. As they are both dedicated to expertise in the Hardware division while having above average knowledge on Theoretical or Software division of Computers.
If you are interested in becoming an expert on Computers, you would do well to choose CSE, be it becoming an Engineer or a researcher. If you think that you want to pursue a more professional course, than IT would be more suitable for you.
