Hello,
There is no such thing as best option when it comes to going for civil service exam, yes you do have advantages if you choose to pursue BA(Hons) in political science, economics, geography, history, public administration to name a few, since these subjects overlap with general studies as well as optional paper, but there is no such barrier of belonging to specific stream when it comes to UPSC, if you see toppers from the last few years they come from diverse backgrounds such as medical, engineering, science, commerce etc, so it depends if you want to have a back up plan along with UPSC or not.
