Hello,
There is no college which will offer you an integrated course where you can study for civil services.However there are few colleges which organise random classes for teaching underprivileged students who aspire to be civil servant.However the classes are not regular.
If you are not capable of joining any coaching for civil service preparations then there is no issue.Thousands of aspirants prepare for UPSC without any coaching and some of then also crack with good ranks (under 100).Just get all required books and resources like NCERTs and reference books,there are many online resources available at websites like Insights on India and IAS Bba,Civils daily, Vision IAS,Drishti IAS etc where you can easily prepare by yourself.For guidance there are many YouTube channels as well as toppers who guide students for preparing well.
Just have faith in yourself and start preparation with 100% dedication.
