With my personal experience too,  I can suggest you that dtu will be the best college.

All three are good. In terms of rankings, DTU is the top ranked one followed by Thapar and last PEC. However the rankings are overall for each institute. One cant say that for CE these are the best. That would be a wrong assumption. So if you get in any one of them, they are good places to study in.
