Both Universities are below average in overall terms. Now judging which university is better in such cases is difficult as there are many aspects. In terms of curriculum and exposure, Chitkara University is far better than Punjabi University, Patiala.
In Punjabi Univeristy the highest salary package offered is 15 LPA, and the average salary package offered is 3.15 LPA, and the lowest salary package offered is 2.27 LPA. In Chitkara University the average package of the institute is around 4 lpa, the lowest package offered is 2.5 Lacs and the highest is 29.3 Lacs .

First of all, Punjabi University is a govt. University whereas Chitkara University is a private institution so there is a big margin in fees.

If you are asking in terms of fees and money then punjab university is very much better for sure . But if you want to explore and about the campus then chitkara is also good university and you can consider it. In terms of placements for CSE , Punjab university is quite good.
