I feel it doesn't matter that you complete your honors in Mathematics in college or university. What matters is that, with how much interest or how much passion you complete your degree. What matters in the end is knowledge which you have gained. So, you can it from any good government college or university. You can know about a particular college/university and its reviews too from us.

If one is interested in studying subjects like mathematics and statistics in India, the best place to be at is Indian statistical institute. As far as statistics is concern ISI is a clear winner not just in our country but probably even on the continent. Research done in theoretical statistics at ISI Kolkata is phenomenal.
In last 60 years, role of ISI Kolkata in development of statistics is huge. B.Stat and M.Stat programs can compete with any bachelor's or master's statistics programs in the world (even programs at Stanford, Columbia, etc.).
Programs in mathematics, B.Math and M.Math are really good. Providing a very good foundation in all rudimentary areas of mathematics. These will definitely help you make a decision on what area you want to work in as PhD student. B.Math can be said to be a 'complete' program as it touches various areas like analysis, algebra, probability theory, geometry to physics, statistics and computer science.
After joining ISI you can realise that it is a really well kept secret, only people who are supposed to know about, know about it. I realised it when my friends applied to graduate programs in top American and European universities. We were happily offered places at Stanford, Columbia, Johns Hopkins, Imperial College London, UChicago, CMU, UMich.
It is good that awareness of existence of ISI is growing. It's definitely a very good option for people who want to do math or start for living.
