It completely depends on the interest of the student what he wants to choose. The chemical department of IIT BHU is very famous for its old alumni base. So no doubt, it will be a good option if someone wants to go for it.
On the other hand, IIT Ropar has also proved itself in the last 9 years and is now among the top new IITs. It has been ranked as the 3rd best new IIT in the 2016 and 2017 rankings. Moreover, IIT Ropar and other 2008 IITs have almost completed a decade and calling them as a new IIT will not be fair anymore. So as a college, IIT Ropar is nowhere lacking when compared to IIT BHU and will surely be a good choice. Surely, the infra structure of IIT BHU is better than IIT Ropar because BHU is an old college, but as per the current strength of IIT Ropar (nearly 1k students), the campus is sufficiently equipped with the required facilities and Laboratories. Secondly, if someone has no particular interest towards any field, then give preference to the branch above a college. As far as the future scope is concerned, Mechanical has an upper hand over the chemical department. Also the placements of IIT Ropar’s mechanical department remains around 80 percent with an average of around 12 Lpa.
Also, the curriculum of IIT Ropar is very much flexible.
So if you have no specific branch interest, then Ropar mechanical will be a better choice in terms of future scope, placements and research. Incase you have some inclination towards chemical, then BHU will be a good choice.

There is no doubt that IIT BHU is a much much more big a brand but you really need to figure out what is it that you want ! Branch or College.

If you compare the branches then I would suggest you to always go for mechanical.
Also Iit Ropar is having very good placements and is reputed.
So doing mechanical from iit Ropar will be great .
But it also depends on your interest,if you are having interest in chemical engineering then you can go for iit bhu.
