Well, that depends at what phase of preparation, one is. HC Verma is a concept builder and can be very helpful at time when you have started with your preparartions, as questions are much more lenghty and concept specific, but if you are at peak of your preparation, you need a book like DC Pandey, from which you can revise and practice quickly.

the most important thing for NEET preparation is that you need to be thorough with your NCERT book first and foremost. the examples have to be solved thoroughly as they form the base for most of the questions.
coming to which book is best, it all depends on your understaning and the amount of time you have. both the books are equally good.
however hc verma is generally for ICSE board and it has a lot of detailed information which above this level and not required by you. if you feel you have ample time and you want to understand and clear your concepts in depth, you can read it.
dc pandey on the hand can be useful if u just want to brush up through the syllabus and important concepts you can go with this.
personally i would like to suggest you another book which is dinesh. it is specifically for CBSE board and medical UG preparation. i advise you to kindly read that for the exam.

The first book you must read is NCERT. Once you have mastered the basic concepts, then go in for reference material. H C Verma can help you develop your application skills; usually engineering aspirants refer to this book. For cracking NEET, I have used Dinesh's textbook which has helped me; it is a known book for medical entrance. You should choose a book in which you can understand the style of how the content is presented.
