As far as UPSC preparation is concerned, you can opt for a college which is comparatively laid back in its dealings with academics so that you get more time to yourself and your preparation.
In that respect, I'd say Cummins College of engineering would be okay.
Other than that you need to prepare on your own as no college provides a fruitful environment for such preparations. The best thing you could do is to find a group in the college with the same UPSC aspirations as you and that way you can create your own little eco system for better results.
