i would say ba English honours is a better option. It is much wider in scope than ba philosophy. You could have a lot of opportunities in teaching line. Plus English honours helps in a lot of competitive exams like CAT, GMAT, UPSE, etc. you should surely go for English honours.

It seems like you are curious regarding your academic selection of a subject. Both the subjects have different scopes in future and that's not exactly what must drive you for the selection of your subject. At the end of the day, it will be you who have to study the materials and books and thus a good inclination and liking towards the subject should be there.
B.A. English : A Bachelor's degree in English literature is a degree full of multidimensional prospects. There are several varied fields where you can work based on your language degree. You can go for administrative jobs, teaching jobs, mass-media, etc. The scope of an English undergraduate degree is seemingly higher than Philosophy.
B.A. Philosophy : The study of philosophy requires one to have logistic and critical analysis of the subject. The ability to understand beyond the ordinary is what makes philosophy interesting . However, the job prospects of the subject are narrow in comparison to English. You can add additional degrees with it e.g. IT, Law, etc. You can go for Civil services as well or even can venture into content writing jobs and counselling jobs.
