CSIR conduct exam for science subjects i.e. maths , physics, chemistry, biology and environmental sciences. On the other hand UGC conduct exam for other subjects of arts and commerce background .They are different bodies,so no question of comparison.
For the subject point of view, CSIR NET is best for Chemistry. CSIR conducts exam for the physcal sciences, mathematical sciences, Chemical sciences , life sciences.
UGC NET (https://www.anujjindal.in/ugc-net-jrf-complete-info/) is for Humanities and other professional courses. Like Management, Computer sc, Commerce, English, History etc…
Note:- if any one Completed the B.tech in chemical engg can eligible for the UGC NET environmental science Subject.

we can not compare both of them. Both the exams are conducted to check the eligibility of the candidates for lecturership and junior research fellowship. So we can say that the purpose of conducting both the exams is the same but the subjects involved in both the exams are different.
You can choose CSIR NET if you belong to any subjects of science streams like Chemical Sciences, Life Sciences, Physical Sciences, Mathematical Sciences, and Earth atmospheric ocean and planetary sciences. While on the other hand UGC NET involved more than 80 subjects, in which you can take your exam.
Eligibility criteria for CSIR NET is different for UC NET according to the subjects and degrees. You can choose them according to your subjects in which you have completed your post-graduation.
UGC NET and CSIR NET exams have differences in various terms. Both Exams have their own importance and best in their fields. UGC NET Exam is conducted by the University Grants Commission while CSIR NET exam is conducted by Human Resource Development Group (HRDG) of Council of Scientific & Industrial Research (CSIR).
