As far as these two colleges are concerned both are really good IITs. It's relatively tough to choose one but branch you are interested makes it a little simple.
IIT Bhubaneswar is a good choice when you are interested in ECE. IIT dhanbad is good for mining.
I suggest you IIT Bhubaneswar.
