which is better for CSE for mains rank of 11459, available options seems to be IIEST Shibpur, IIIT jabalpur, NIT Silchar, NIT Patna? Any other possible chances?

As per you rank for general category, you can also look for:
1] NIT Goa
2] NIT Delhi (For students from Delhi according to previous closing ranks)
3] NIT Hamirpur
Note : Closing ranks are for year 2020.
