Both CV Raman Engineering College and Hemavati Garhwal University,Uttarakhand are good at their respective places.While CV Raman Engineering College a private institution,Hemvati Garhwal University is a central university.
Infrastructure is good and faculty too. It is entirely your call where you want to study.
See,if you talk of placement,it is ultimately 'you' who is going to make through all the hurdles. Anywhere you go you would have to study plus,how well you utilise the course of your graduation matters a lot to determine your placement.

Both the colleges are good but if you ask me then I would prefer Hemvati garhwal university uttrakhand. It is very fantastic. Such a big campus with affordable fee structure and such good faculty, libraries. Almost all courses are available. The bad thing is only its away from the market so for needs a person has to cover a long distance. And for engineering it is best than anything else. You should go with it.
