Both the fields are good but what matters is how much you are interested in either of the fields. When it comes to JEE you can really work hard and get a good college like IIT so that you can get good education and skills which will help you gain a good job or even enter into field of start ups. Good colleges will give you a set of skills. UPSC is tough exam and requires lot of determination. If you are someone who wants to work in administration and believe in changing system then go for it. So yes both the fields are good just decide one thing and work for it wholeheartedly. If you are still in class 11th then it is too early to start your preparation for UPSC examination as tobe eligible for appearing in UPSC examination you need to be at least a graduate and now that you are interested in appearing for JEE examination I would suggest you to prepare for your jee examination in your 10 + 2 and then qualify it and get admission in good Engineering College for your graduation/engineering and after the completion of your engineering you will be eligible for UPSC examination and can appear for it and you will have to go through 3 stages of UPSC which are listed below :-
*The first stage of the exam is Preliminary examination (objective )
*The second stage, Mains (written).
*If you manage to clear both prelims and mains then you are to go through third stage i.e interview/personality test .
And if you managed to clear all the three rounds mentioned above, then you can become an ias/ ips etc officer on the basis of rank obtained by you in UPSC and your preference

These days it has been become very common to go for UPSC examination after engineering, a lot of students complete their engineering and then go for writing UPSC examination and not only appear for UPSC examination, they qualify it as well also and some even top the exam : ) .
For Instance, Kanishak Kataria who topped UPSC civil services examination in 2018 was an engineer.
The additional benefit of doing engineering first and then appearing for UPSC examination is that you will have a back up, you know UPSC examination in note that is easy to crack show in the worst is if you you could not crack it then with your engineering degree can go for other decent jobs.

Now prepare for jee examination , appeared for it , qualify it and get admission in a good Engineering College, complete your engineering and after that appear for UPSC examination.
