This completely depends on your interest . What do you want to do ?? IELTS or B.Sc. Fashion Designing are both good options . So, choose that course in which you can perform best . And you should also look for the future scope of the course .

What you are asking is just literally baseless. You Do IELTS for nothing but for improving personal attribution but B.SC. Fashion Designing is for building a career. You can't compare them .

both IELTS AND B.SC fashion designing has good scope and high career options.
IELTS is a popular world wide with speakers of english as second langauge as proof of their proficiency.
whereas b.sc fashion is the completely self employment type.
since fashion designers create original clothing ,accesories and foot wear
duties of a fashion designer includes :
1) study Fashion trends and anticipate designs
2) oversee the final production of their designs
To sum up, IELTS have greater prestigious respect and if you are success in that, sure your career will be in the hands of happiness and enjoyness.
i suggest, IELTS is the best option to take up.
