As far as my opinion is concerned, I strongly recommend you not to take specialization courses before hand in BTECH. The reason behind it is that you restrict your other future choices and opportunities in the other fields and domains. After Computer Science Engineering or IT, you can take specialization in AI, Data Science, Machine learning, but you cannot do vice versa.
SO, make your choices wisely.
Ultimately its your decision and your life. If you are firm with a specialization course and are surely willing to dedicate your career to it, you can opt for CSE with specialization

So if you feel you have more interest in Computer programming , CSE is better and if you have interest in database then go for IT.
