Firstly understand the difference. M.Tech in Chemical Engineering is done after B.Tech and it is an Engineering stream with vast scope. Govt. Sectors like ONGC, BPCL, HPCL. IOCL hire Chemical Engineering students. This is a big list with a starting package of 11lakhs approximately. There are no.of Private sector jobs too. This stream deals with unit operations, processes, heat and mass transfer and equipment design. So the opportunities are immense in Pharmaceutical companies, FMCG Companies, etc. It is one of the most easiest engineering streams with better placements.

M.Sc Chemistry is a Post graduation course in Chemistry. The opportunities are decent in sectors like Pharmaceutical companies, Laboratories, Research Centres, Medical Colleges, etc. You can join as Professors after writing UGC-NET exam. So both of them are different programmes with different eligibility. Your choice should be based on what you are studying at present.
