Bachelor's in Art (BA) is a three-year programme that covers the fundamentals of each discipline.
BA honours, on the other hand, can be completed in any one topic. It allows you to specialise in that field.
For UPSC preparation, you can undertake any of them.
However, choosing simple BA is preferable because it includes a course curriculum in all of the important areas that will assist you in passing the UPSC exam.

For UPSC exam, the main thing that matters is your preparation. However, the degree and the subjects that you choose also matters a lot.
For example, if you choose to study geography or history honours in your Bachelors degree, it will help you a lot in your preparation for UPSC given you choose these subjects as your main subject in the exam.
But also it cannot be denied that people with general BA haven't cleared UPSC exam.
In my opinion, you should opt for an honours in a subject you're comfortable with and later it will also help in your preparation for the exam.
