For your kind information I want to tell you that HR comes under PGDM or MBA only.
Post graduate diploma in management (PGDM) is a diploma course which gives you the autonomy for the institute to be industry focused and will give you better placements and when you enter in the subject you will find a much more clear picture.
Whereas HR is a stream in MBA or PGDM that could be specialised.
So you must have got some clear picture on it and can decide as for your convenience.
