Among Government Institutes, I believe IITs, NITs followed by some of the Central Universities are best for Graduation in Biotechnology. However, in most of the IITs and NITs, you have B.Tech and Not B.Sc. in Biotechnology. For B.Sc., you may prefer some of the Central Universities.

Among Private Universities, VIT Vellore and MIT Manipal are 2 of the best destinations for Biotechnology, having good faculty, infrastructure and research facilities.
