Hi Varigonda!! Hope you are doing well!! The difference between a deemed university and an engineering college is one thee basis of their accreditation. The deemed universities are accredited under UGC act where as the engineering colleges are accredited by AICTE. According to me, pursuing engineering in engineering colleges are best as they are AICTE accredited and AICTE approved colleges are very important in future for getting govt. Jobs. Before taking any course ,you must check whether it is AICTE approved or not, if it is, then it will be better for you.
The best way to do engineering among these two options you have provided is the deemed university as there the management is more dynamic and things works faster than a college under some University. Things like results, update in syllabus are fast paced in deemed university.
However, these are not the only parameters one should consider while joining a engineering college. Other things like connectivity, placements, faculty, alumni network etc are also important to consider while joining one.
