It all depends on your financial conditions. As doing MS from USA is much costlier than doing BTech from India. Yes, scholarships are available but candidate needs to be highly qualified and intelligent enough to crack the interview.
In general, Doing MS from USA is more powerful choice than BTech from India, as it wide opens your career to the world level.
Universities in USA are well furnished and have much qualified professors than India.
In India, there are highly qualified professors but limited to IITs and top NITs, where changed compition is too high for an average student. However, you can do the hardwork to achieve success.
