Candidates will have the option to answer all the question papers, except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the languages included in the Eighth Schedule to the Constitution of India or in English. Notwithstanding this, the Candidate will have the choice to write the Optional Papers in English also if candidates opt to write Paper I-V except the Qualifying Language Papers, Paper-A and Paper-B, in any one of the language included in the Eighth Schedule to the Constitution of India.”
Therefore, one can write the exam in any of the below mentioned 23 languages (22 -from the Eighth Schedule of Indian Constitution and 23rd-English).

If your question is related to the medium of UPSC exam, then it entirely depends on which language you're comfortable, though English is chosen by greater number of aspirants, it also has certain benefits like availability of study materials easily for all subjects in UPSC, there are also candidates who qualify this exam writing in Hindi, so it's more dependent as I said you can express in which language better, in Prelims the paper is set in English and Hindi though in mains apart from these two languages candidates can choose from any of the Indian Language in the eight schedule of Indian constitution. I would say if your English is good enough then opt for it, as I said that it has added advantage of availability of study materials which might can be barrier when it comes to any other language.
