Although it might seem like Boron could have a valency of 2 because it has three valence electrons, it tends to form compounds by sharing those 3 electrons, achieving a stable octet for each atom. Therefore, its valency is 3, not 2. Fluorine has only seven electrons and needs just one more electron to achieve a stable octet. Thus, its valency is 1, not 3.
