The official head of the state is the President. When the newly elected lower house convenes for the first time after a general election, the President of India addresses both the Rajya Sabha and the Lok Sabha. Also speaks at the first session of Parliament after every general election. Two occasions are listed in Article 87 of the constitution where the President makes a special address to both houses of Parliament.
