Solution : The correct option is the Gulf War .

Due to the war conditions against China in 1962 and Pakistan in 1965, the government was unable to attain the intended expansion during the Third Five-Year Plan (1961–1966). These caused money and attention to be diverted from development to defence. Therefore, yearly plans were created over the next three years, 1966–1969, rather than five-year plans.

The Gulf War of 1990-91 had an impact on the world economy, although it was not a direct cause of India's break in five-year plans.
