If you are looking for a career in these two i would say. Choose according to the college.
There are colleges in which labs, staffs, library books will be good for some specific departments.
Well if in case if the college you chose good is all aspect for both the department i would suggest to choose depending upon your skills and interest.
If you really interested in mathematics, motors, transmission of power lines choose EEE,
If you are interested in communication, networking, VLSI, electronics, embedded i would suggest ECE.
Anyhow fields like networking, VLSI, embedded are here in EEE too but syllabus is not stressing the importance. Those subjects were kept as name shake which posses credit points 3 or 2. But in case of ECE these subjects are values much and syllabus is designed to learn the knowledge in depth.
Regarding the scope of these two. Well both same department from industrialist point of view, unless they are specifically looking for pure electrical or communication. Almost 70% of the papers are common to both ECE and EEE. Thus this doesn't make big deal for recruiters.
If you look for higher studies, Again both has plenty of options. Almost all available departments accept both EEE as well as ECE departments. So this will not be a issue.So as a conclusion,

Students pursuing the course may explore career options in various domains like engineering works, construction, information technology, etc.
