Based on placement, fees IIIT jabalpur Is better.VIT Vellore is ranked 15 by NIRF Rankings 2020 for BTech courses whereas, IIIT Bhubaneswar is ranked 201 for the same by NIRF 2020. Both IIIT Bhubaneswar and VIT Vellore both the institutions provide BTech and MTech courses in Computer Science & Engineering

iiit jabalpur is well known and good for ese amd cse. It would be tough to get CSE in Vellore campus so if you get in Vellore campus and definitely go for it.
