The academics in all the peripheral AIIMS is almost same. So you can choose either of them as per academics.

However in AIIMS Bhubaneswar the patients will be from the state so you should know Oriya in order to have a better communication. This might not be much of a problem since the students are from all over India and they have Oriya language classes too. In AIIMS Bhopal if you know hindi and english you're good to go.

You should also opt for the one which is closest to your home state.

Among AIIMS Bhopal and AIIMS bhubneshwar , both the colleges are very good. you can choose anyone , but in terms of faciliies like wifi campus , gym ,AIIMS bhopal is good. but overall in academics , studies, faculties, infrastructure  both are  best after AIIMS delhi.

AIIMS Bhopal was Closed before AIIMS Bhubneshwar that means Students prefer AIIMS Bhopal over AIIMS Bhubneshwar.
