The 15% of seats under All India quota are open to all who have qualified the neet and are eligible to appear for it. The State counseling is open to the people having the domicile for their respective states.
If you belong to the General category, with no sub category, then your all india rank would be considered, or else your category rank would be considered. It depends on the respective universities.

It depends upon the quota through which you are applying. If you are applyinf through all india quota then your all India rank is considered for the admissions in medical courses and if you are applying through the state quota then your category rank or state rank is considered. The state rank is higher than the all india quota rank as you can have some relaxation in state quota rank. All india rank is the total rank amongst the total students in entire India appeared for the exam and the category rank is the rank for the particular category of the candidate.
