It depends on the subjet. In general, Arihant is better however nowadays you can get the sample books online (for almost every subject in almost every board).
I will advise you to first check out the sample papers available for free on google playstore. You can even get the previous year papers (solved or unsolved) there.

If you do not find these useful then you can go for Arihant.
