In case you have a score good enough to get an all india level seat in any state , I will say thT it is the college that matters and not the state.

Both the states have some amazing mbbs college like SMS , jaipur to BJ medical college ahemdabad.on the other hand there are also college that are not aspired for at all .

In case you do not have a good score enough to get to literally any seat than you will have to go for the state that you have the domicile for.

Also state can be good or bad for studies depending on ones personal preference too that  further depends on multiple factors such as distance from native place, language barrier , financial constraints etc .

If you ask me please compare the colleges and not there states that's what matters.

The cut off for Rajasthan would be comparatively higher then the cut off for Gujarat state .In terms off ranking too Rajasthan has better medical collegesthan the state of Gujarat.

Both the states have good colleges but if you'll look at the cutoff then on that basis you will find Rajasthan to have higher cutoffs than Gujrat making the admission difficult in state due to higher cutoffs. I am providing you link of the cutoffs of both the states college wise

Comparing both of them then you would find that Rajasthan is quite good in terms of academics and final year results of MBBS course. Also Rajasthan ranks better than Gujarat for providing better skills to upcoming doctors. The education system of Rajasthan state is also good.
