Non local or Non domicile states can apply for the state counselling of other states. There are certain conditions to do so

You can either apply via the ALL INDIA COUNSELLING conducted by the MCC

Or

You may register at the state counselling registration as a candidate from another state for their state counselling. You will only be eligible for management seats in private college s. Himachal pradesh is one such state (MMUCH, Solan)
