Gujarat and Maharashtra have about 3000 medical seats.

Tamil Nadu and West Bengal. These two states have more than 2000 seats for MBBS if government seats are counted. . Counting the number of private medical college seats, the seats are even more and a few more states might have 2000+ seats.
