As per the rules the reverted seats directly go to the state authorities to include under the 85% state quota seats and these seats are then filled through state counselling in which only respective state students can participate.
No student is allowed to attend counselling for government medical colleges in state other than their domicile state.
They can attend the counselling only for private medical colleges if they want but not for government medical colleges.
A student can avail the benefits of state quota 85% seats from his or her respective domiciled state only.

The same thing will happen this year also and the reverted seats will directly be included in the state quota seats which has the respective students as their benefactor.
