Hello Aspirant,
As per the latest notification of UPSC you must be a graduate from an engineering background from any recognized central/state university. It is known that UPSC conducts Engineering Service Examination every year after clearing which you will be called as an IES Officer.
Detailed eligibility criteria for your educational qualification is described below :-
- You need a degree in Engineering(B.Tech/BE in any stream) from any Central or State University or any other Educational Institutions established by either an act of Parliament or declared to be deemed as Universities or UGC.
- A degree/diploma in the Engineering from any foreign University/College/Institution and recognised by the Government for the purpose from time to time.
- Aspirants must pass Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India).

ok there was some mis-understanding, anyways for Indian Economic Services candidates must have a postgraduate degree in Economics or Applied Economics or Business Economics, Econometrics from a reputed university or a foreign university approved by the Central Government.
