Being specific to your query ,there is no particular university to coach a student to become a civil servant but certain courses  like B.A  history, sociology, political science, economics might help you to cover the major part of the questions  that are asked and also this might be useful in choosing the optional subjects in mains. Some central universities might offer UGC courses for short period of time and its like a foundation course , this also can vary according to the university rules and policy. If you need a full time course for IAS you can enroll your names in top coaching centres for a year (regular classroom mode) to train yourself for IAS prelims , mains and personality test.
