Both the universities are good for LLB. It depends on the preference of the students. The features of both these universities are similar too. Students who want to study in their hometown prefer state universities. Admission to a state university is quite easier than a central university. State universities also have a quota for domicile students. So, you can choose accordingly.

See if you are in top state universities then its quite compatible with the Central Universities. But if you are lower state universities, then the infrastructure and the educational standards are not that great. So its a relative notion.
