The USSR was the first country to include Fundamental Duties in its Constitution in 1936. The Soviet Constitution of 1936 identified 11 Fundamental Duties of Citizens , including the need to protect the nation, labour, and obey the country's laws. When the 42nd Amendment Act of 1976 inserted Part IVA into the Constitution, India became the second country in the world to include Fundamental Duties.
